The numbers listed next to each letter below correspond to the numbers beneath the answer spaces. “Ø” is next to the letters that do not appear in the puzzle; if you encounter one of these, draw part of the Hangman appropriately.

All clues relate to the death penalty. And, as an added bonus, the circled letters, reading downward, reveal a common opinion on the practice.
